法甲第二〇号属 昭和二十九年四月五日 閣議昭和二十九年四月六日 閣議報告事項 一、人権委員会設置法案に対する意見（法務省） 参議院銀提出の人権委員会設置法案に対する意見（二九、四、三 法務省） 本法案の趣旨には、理論的には敢て反対ではないが、行政機構の運営に関する政策上の観点よりこれを考察すると、 一 本法案は人員と予算の増加を伴うものであつて、現在政府の行わんとしている行政機構の簡素化と緊縮予算の方針に反するものであること。 二 人権擁護局が法務省の内局であるがために、その事務の執行に当り、不便を感じたり、又は公正な取扱が出来ないというような事情のない現在においては、本法案を制定する必要に乏しいこと。 三 人権侵犯事件の調査等の事務の促進を図るため、人権擁護機構を拡充することは必要であるが、
