陸甲三六明治三十四年七月二十二日別紙陸軍大臣請議陸軍省官制中改正ノ件ヲ審査スルニ右ハ陸軍省参事官ノ職務増加ジタルヲ以テ従来ノ定員ニテハ事ヲ弁スル能ハス依テ差当リ兼任者ヲ置キ以テ事務ヲ分担セシメンカ為本案ノ如ク改正ヲ要スルモノニシテ支障無之ト思考ス依テ請議ノ通閣議決定セラレ可然ト認ム勅令案呈案ノ通参照○各省官制通則第十九條参事官ハ奏任トス大臣ノ命ヲ承ケ審議立案ヲ掌ル但シ其ノ中一人ハ勅任ト為スコトヲ得第二十條参事官ハ其ノ省ノ便宜ニ従ヒ局課ニ兼勤シ若クハ臨時命ヲ承ケ其ノ事務ヲ助ケ○陸軍省官制明治三十三年五月勅令第百九十三号第三十條陸軍省職員ハ附表ノ如シ附表陸軍省職員表参事官二陸軍省送達送甲第九一八号陸軍省参事官ノ職務増加シタルヲ以テ
