- 第一 サンフランシスコ府庁に於て 千八百七十二年第一月十六日 岩倉特命全権大使 木戸特命全権副使 大久保 伊藤 山口 閣下 知府事及市政事務局等、サンフランシスコ地方の政府に代り敬て閣下の安全なる着港を拝賀す当府大日本国に相対し乃チ其最近の隣境たるに依り我か住民に於て閣下の来駕を迎接すること実に欣喜の至に堪へす況んや其功労を以て列国人民の開化進歩を並駆すへき大利益の効を奏し就中両国の貿易を栄豊ならしむへき使節の第一番に着岸する地方たるに於てをや当府に於ては不忠の公所 公廨製造局病院学校等 を開きて閣下の閲覧に供し百方周旋して閣下の之を熟知シ給ふべき准備を為し置けり是迄之に依りて聊か閣下の覊留を安慰し且古今の開化を並合して両国の互市を豊にし彼我の交際を厚くして使節の大目的を達し給わんか為めなり
