清官談判ニ付可心得条件 第一条 清国委員ト蕃地処分ヲ談判スルハ都テ別紙要領ノ趣ニ照シ毫モ屈撓スル処アルヘカラス且ツカメテ談事ヲ促シ故ナク立約盖印ノ期ヲ遅延ス可ラス 第二条 談判ノ要領償金ヲ得テ攻取ノ地ヲ譲与スルニ在リト雖トモ初ヨリ償金ヲ欲スルノ色ヲアラハス可ラス是レ毎ニ議論ノ柄ヲ我ニ取ラント欲スレハナリ 第三条 談判漸ク償金ニ渉リ其額数ヲ論スルニ至レハ固ヨリ所費ノ外ヲ要セスト雖トモカメテ其額ヲ言出スルコトナク彼ノ云々スル所ヲ我政府ニ電報シテ其若干額ヲ伺ヒ定ムヘシ 第四条 談判ノ要領其欲スル所ノ如キヲ得ハ速ニ約ヲ立ツヘシ左モ立約ノ大旨既ニ定マラハ或ハ人ヲ以テスルモ或ハ書ヲ以テスルモ一応政府江通報
