機密第七三七業 別紙添附 在支那 特命全権公使芳沢謙吉 外務大臣男爵田中義一殿 時局ノ為当地在留民ノ被レル影響ニ関シ報告ノ件 本件ニ関シ別紙写ノ通当館警察署ニ於テ調査報告ノ次第アルタルニ付右何等御参考迄送附ス 時局ニ入シ北京在留邦テノ蒙レル影響ノ件 済南事件発生以来当地居留民ハ会テ屡次ノ動乱ニ見サル不安ヲ感シタルモノノ如ク五月中内地及大連方面ニ避難セル老幼婦女子ハ其ノ数三百名ニ達シタリ民会側ニハテ避難準備ニ着手スルニ至リ収容所ノ設備、食糧品ノ購入、一般荷物ノ保管等避難ニ関スル準備全ク完成ノ居留民中ノ遠隔居住者公使館区域近接ノ場所ニ移居シ約一ケ月間不安ノ状態ニ経過シタリ之カ為在留邦人ノ蒙ムレル影
