昭和３ 六五三四 暗 南京 亜 本省 五月二十五日前着 田中外務大臣 岡本領事 第一五〇号 今二十三日馮玉祥代表ト称セラルル内政部長薜篤弼ノ本官ニ対スル談話大要左ノ通 一、今次ノ満蒙問題ニ関スル声明並京シ増兵ニ付テハ我国民中日本ノ真意那辺ニアルヤヲ疑フ者多シ即チ張作霖ヲ援助シ満蒙ヲ其ノ領士ト為スノ野心アリトノ疑惑ヲ懐キ居ルカ自分ハ満蒙ニ対スル日本ノ特殊利益関係ニ付テハ充分之ヲ認メ且日本カ些ノ領土的野心ヲモ有スルモノニアラサルヲ信シ居ルモ既ニ一般国民ニ於テ前述ノ如キ誤解ヲ懐キ居ルヲ以テ今後トモ増援軍隊ノ記置行動ニ付テハ充分ノ考慮ヲ加ヘラレタキモノナリ（本官ハ政府御訓示ノ次第ヲ詳述シ且京津一帯ニ於ケル
