- 英国とロカルノ条約 一、諸言 西欧保障条約は、一九二五年二月に交渉が開始され、十月十六日ロカルノで調印を見た。同条約締結に関してはオースチン、チエンバレン、ストレーゼマン、ブリアン三民の努力与つて力がある、即ちチエンバレンは関係諸国の間を斡旋して条約を纏めたものである。ストレーゼマンは条約原案の提出者である。而してブリアンは独逸に対して軟弱なりとの故を以て、嚢に一九二二カンヌ会議参列中、ボアンカレーのために、首相の椅子より追ひ落されたのであるが、其後復び首相の地位に上り、今度はボアンカレー一派の政肘を排し、安んじて彼の対独政策を遂行するを得たのである。かくて右保障条約の交渉は一九二五年春に開始されたのであるが、同年夏に於て尋種の障害に遭遇し、一時行悩の態であつたが、右の三政治家は協力して対 を切りひらき、首尾よく目的を遂げたのである、而して愈愈成立し
