第八章租界関係諸問題第一節上海共同租界第一上海共同租界工部局改革問題上海共同租界工部局ハ租界内ノ土木、警察、衛生、学校、消防其ノ他在留民ノ一般福祉ニ重要ナル関係ヲ有スル事項ヲ管掌シ而モ其ノ経費予算ハ毎年四千萬弗以上ニ達スル有様ニテ租界行政ノ運用如何ハ各国在留民ノ利害ニ直接重大ナル影響アル次第ニテ従ツテ従来、英、米籌ハ凡ユル方法ヲ以テ鋭意租界行政ヲ通シテ自国民ノ利益伸張ニ努メツツアリソレカアラヌカ工部局ノ諸般ノ施設ハ兎角欧米人ノ利益偏重ノ嫌アル実情ニ在然ルニ一方同地在留邦人ハ約三萬ニ達シ諸外在国留民ノ比ニ非サルヲ以テ租界行政ノ運用ニ伴フ我在留民ノ利害ハ特ニ重大ナルモノアリ仍テ在留邦人間ニ於テモ近年来租界行政ニ対スル進出ノ興論熾烈トナリ一昨年
