会計法改正法律案帝国議会ヘ提出ノ件 右謹テ上奏シ恭シク 聖裁ヲ仰キ併セテ枢密院ノ議ニ付セラレムコトヲ請フ 内閣総理大臣原敬 会計法 第一章 総則 第一条 政府ノ会計年度ハ毎年四月一日ニ始リ翌年三月三十一日ニ終ル 一会計年度所属ノ歳入歳出ノ出納ニ関スル事務ハ翌年度七月三十一日迄ニ悉皆完結スヘシ 第二条 租税其ノ他一切ノ収納ヲ歳入トシ一切ノ経費ヲ歳出トシ歳入歳出ハ之ヲ総予算ニ編入スヘシ 第三條 毎会計年度ニ於ケル経費ノ定額ハ其ノ年度ノ歳入ヲ以テ之ヲ支弁スヘシ 第四条 各官庁ニ於テハ法律勅令ヲ以テ規定シタルモノヲ除クノ外特別ノ資金ヲ有スルコトヲ得ス 第五条 政府ハ日本銀行ヲシテ国庫金出納ノ事務ヲ取扱ハシム
