５．漁船操業区域制限撤廃に関する水産庁の請願 漁船の操業区域制限の撤廃に関する件 水産庁 標記の件について日本海洋漁業協議会、漁業経営者連盟及び日本遠洋底曳網漁業協会より別紙の通り陳情書の提出があったが、本件は水産業界の多年の要望であり講和条約の効力発生前に制限線を早急に撤廃されることは左記理由によって我が海洋漁業の今後の発展に至大の影響があるので、本件撤廃を強く連合軍最高司令部に要請することと致したい。 記 一、関係国との漁業協定 インドネシヤ、フィリッピン韓国等希望する諸国との漁業協定商議を進めるについて操業区域の制限を撤廃して、公海自由の原則を基調とする自由な立場でこれに当らなければならない。 二、漁船の不法拿捕
