- CONFIDENTIAL No.37 NOTE VERBALS The Embassy of Japan presents its compliments to the Department of External Affairs and has the honour to refer to the latter's Note dated 9th April, 1994, with which were presented the arrangements, in the form of an amonded Provisional Regime, which the Australian Government proposed to mke to regulate pearling by Japanese nationals pending the final dcision of the International Court of Justice in the dispute concerning the application to Japanese nationals of the Australian Pearl Fisheries Act 1952-53.
