第十四総会第三委員会関係 第３委員会 議題の問題点及び対処方針案 １．ECOSOC報告 (１)低開発国の経済開発のためには、社会福祉措置(住宅、教育、保健、社会保障等)の充実が必要であること、急激な人口増加に対処して長期的観点に立つ社会、経済的措置が必要であることが指摘されていることが注目される。 (２)わが国としては、低開発国が当面するこれらの問題について、十分な経験を有するので、この経験を基礎として、工業及び農業の生産性向上のため如何なる社会的諸施策を＠るべきかにつき所信を表明し、あわせてわが国は専門家、技能労働者を派遣する用意ある旨述べる。 ２．国際難民年及び難民高等弁務官計画 (１)難民問題解決のため
