第四節 南西アフリカ問題(議題三十八) 一経緯概要 南西アフリカ問題とは、国際連盟当時、C式委任統治地域として南ア連邦の統治下におかれた旧ドイツ領南西アフリカをめぐつて、国連総会が、第一総会以来本地域を信託統治制度の下におくべしと勧告しているのに対して、南ア政府がこれを拒否し続け、今日に至るも解決を見ない問題である。 ２ 国連の立場 国連は、委任統治地域は受任国の一方的意思をもつてその国際的地位を変更し得ず、本地域を信託統治地域とすべきであると、第一総会以来繰返し勧告している。特に第四総会ではインドの提案に基き、本件に関して国際司法裁判所の勧告的意見を求めた結果、同裁判所は左の趣旨の意見を表明した。
