- 昭和三十四年 比第687号 昭和34年7月20日 外務大臣藤山愛一郎殿 在フィリピン 特命全権大使 湯川盛夫 ロペス駐仏大使の外交問題講演に関し報告の件 一時帰国中のロペス駐仏大使は、7月16日マニラ・ロータリー・クラブにおいて、比国の外交政策につき講演を行い、アメリカに対する極度の依存を脱し、日本を含めたアジア、大洋州、欧州等の国々に眼を転ずべき時が到来したとして、比国外交政策の新らしい方向ずけの要を力説した。ロペス大使は、さらに米比関係を歴史的に分析して、(イ)比国はその独立前後における対米折衝においてあまりにも米国を信頼し、米国がその後、自由世界の指導者としての重責から、比国のみを格別に好意的に取扱うことを時とともに困難に感ずるであろうことを
