When Takakura Nagasachi, pacification governor-general of the Hokurikudo Road summoned Shiraishi Chiwaki, former Niigata Magistrate to his headquarters, Tanaka Mitsuyoshi, his subordinate arrived in his stead. Nagasachi brought ledgers from his former jurisdiction to the capital. Mitsuyoshi requested permission to report to Tokugawa Yoshinobu and obey his orders, which was granted. Having already dismissed Chiwaki from his post, Mitsugi returned to Niigata. Fugitives from Aizu and other domains gathered there and threatened him. Therefore, Mitsuyoshi handed over the affairs of his office to the Yonezawa domain and sent a letter to the imperial army reporting the situation.
