- 二 指導要領 一、敵潜ノ奇襲砲撃情報収集、州内治安ノ攪乱等ノ為敵潜等ヨリスル小部隊ノ奇襲上陸及落下傘ヨリスル小部隊ノ降下等ニ対シテハ主トシテ州内各行政区内ニ駐屯スル兵站警備隊ヲ以テ機ヲ失セス之ヲ撃退スルト共ニ駐屯地各部隊ヨリ抽出編成スル挺身警備隊ノ出動ヲ発動シ機動ニ依リ重点的ニ之ヲ使用シ要スレハ警察並ニ州、庁ニ於テ準備スル特別警察隊等ノ協力ヲ得テ之カ撃滅ヲ期ス 状況ニ依リ特設警備隊ノ一部若クハ全部ノ発動ヲ準備ス 二、敵ノ艦船特ニ潜水艦ノ大連湾進入ニ関シテハ大連湾南北両水道ニ配置セル独立重砲兵第六十一隊ノ兵力ヲ以テ之カ侵入ヲ防圧スルノ外大連港湾警備隊（海軍）水上警察署ニ連絡、必要ニ応ジ飛行隊ノ協力ヲ求メ湾港ノ警備要スレハ之カ撃退ニ協力セシム
