- 帝国国策遂行要領 昭和十六年九月六日 御前会議決定 帝国ハ現下ノ急迫セル情勢特ニ米、英、蘭等各国ノ執レル対日攻勢、「ソ」聯ノ情勢及帝国国力ノ弾廃性等ニ鑑ミ「情勢ノ推移ニ伴フ帝国国策要綱」中南方ニ対スル施策ヲ左記ニ拠リ遂行ス 一、帝国ハ自存自衛ヲ全ウスル為対米、(英、蘭)戦争ヲ辞セサル決意ノ下ニ概ネ十月下旬ヲ目途トシ戦争準備ヲ完整ス 二、帝国ハ右ニ並行シテ米、英ニ対シ外交ノ手段ヲ尽シテ帝国ノ要求貫徹ニ努ム 対米(英)交渉ニ於テ帝国ノ達成スヘキ最少限度ノ要求事項並ニ之ニ関聯シ帝国ノ約諾シ得ル限度ハ別紙ノ如シ 三、前号外交交渉ニ依リ十月上旬頃ニ至ルモ尚我要求ヲ貫徹シ得ル目途ナキ場合ニ於テハ直チニ対米(英.蘭)開戦ヲ決意ス対南方以外ノ施策ハ既定国策ニ基キ之ヲ行ヒ特ニ米「ソ」ノ対日連合戦線ヲ結成セシメサルニ勉ム
