- 官房第七六七号ノ二 回答案 秘甲第二七号ノ二ヲ以テ照会ノ件了承必要ト認ムル場合ニ於テハ施行可致候此段及回答候也 明治三十七年三月一日 海軍大臣 内務大臣殿 秘甲第二七号ノ二 伝染病研究所長医学博士北里柴三郎ヨリ別紙ノ通リ建議有之候右ハ出征軍ニ対スル防疫上機宜ヲ得タル施設ト認メ候条御採納相成候様致度此段及照会候也 明治三十七年二月二十二日 内務大臣子爵芳川顕正 海軍大臣男爵山本権兵衛殿 出征軍隊ニ予防接種施行ノ建議 諸ヲ聞ク輓今兵噐ハ愈々精鋭ヲ加ヘ戦闘カノ多少ハ兵器ノ精否ニヨリテ算セラル従テ列強ハ競テ新式ノ精良ヲ得テ優勢ヲ制セントスト
