- 第四章 望楼 第一節 望楼ニ関スル経過一般 明治三十六年四月以来、日露両国間ノ時局漸次切迫スルヤ、同年九月二十九日、山本海軍大臣ハ、通信ノ迅速ヲ期スルカ為メ、横須賀海兵団ヨリ卒一名ヲ特ニ北見国宗谷岬望楼ニ臨時増遣セシカ、十二月ニ至リ両国ノ交渉益々難局ニ赴キシヲ以テ、同月十八日海軍次官海軍少将齋藤實ハ、各鎮守府司令長官ニ向ヒ、当分ノ内其ノ管下望楼ニ於テ、外国軍艦及ヒ水雷艇ノ通過ヲ認メタル時ハ、其ノ艦艇名及ヒ数（艦艇名ヲ知ル能ハサルトキハ其ノ外形特徴塗色等）並ニ行動隊形ノ概略針路ノ想定等、必要ノ事項ヲ直接電報セシメラレンコトヲ電報シ、次テ二十九日従来欠員アリシ諸望楼ハ、下士卒ヲ以テ之ヲ充実スルコトヽナレリ、
