- 満二坤第一二一四号 衛戒発第一〇七号 移牒 明治三十八年十一月三十日 東京衛戍総督子爵 佐久間左馬太 陸軍大臣 寺内正毅殿 今回騒擾事件ニ関シ別冊ノ通上奏候条此段及御移牒候也 衛戍総督ノ上奏之ハ一度研究シ置ク要アルベシ 東京衛戍総督部写 上奏 今回東京市ニ於ケル騒擾事件ニ関シ臣左馬太左ノ通謹テ 上奏ス 去九月五日講和問題国民大会ナル名称ノ下ニ集合セル一団ノ民衆ハ警視庁ノ禁止命令ニ反抗シ日比谷公園ニ於テ衝突シ不時ノ騒擾ヲ惹起スルニ至レリ 是レヨリ先キ右集会ニ付キテハ多少不穏ノ形勢アルヘキ情報アリシヲ以テ衛戍条例第八条ニ拠リ不時ノ事変ニ応スル為留守近衛師団及留守第一師団ニ命シ予メ其凖備ヲ為サシメタリ然ルニ午後五時以後ニ至リ彼等民衆ノ騒擾ハ益々劇甚ヲ加ヘ警察官及少数憲兵ノ力能ク之ヲ制止スルコト能ハス其状勢全ク一変シテ遂ニ乱民暴徒ノ所為ヲ呈スルニ至レリ
