- 特第八二号第二 密受第一九二号 陸軍総務長官 石本新六 別紙秋山少将ヨリノ報告＠萃及御送附候也 四月二十九日秋山少将表総督ヲ訪問セル際該話中要項左ノ如シ 袁世凱曰ク満洲ノ魯兵未ダ撤兵シ居ラズ魯国ハ最早日本ノ戦意ナキヲ見デ強硬ノ態度ヲ取ルニ非ズヤ、亦英人ノ言ニヨレバ独乙ハ満洲ノ事ニ就キ局外中立ヲナス様ナルガ果シテ事實ナルヤ余（秋山少将）曰ク目下ノ難問題ハ貴国ノ運命ニ関ス故ニ列国ノ状况如何ニ関セズ正当防禦ノ為メ貴国自ラ強硬ノ態度ヲ取リ列国ノ同情ヲ得ルヲ要スト告ゲ置ケリ 露国ハ清国ニ対シ営口、山海関及天津間ニ於ケル鉄道修理費トシテ三十萬磅ヲ支拂フーヲ強請中ナリト
