- 満密受第二四二〇号 旅順陥落ニ際シ敵国戦闘員非戦闘員等取扱方ノ件 第一号 軍事満密第一八二号 一月四日 大臣ヨリ乃木第三軍司令官、御内報按 電＠ 旅順陥落ニ際シ敵国戦闘員及非戦闘員ノ取扱方錯雑ナルコトヲ顧慮シ国際法上ヨリ研究セシメタル左ノ各項貴官ノ御参考ニ供ス ＠第八四二号 八月二十一日 一、露国陸海軍ノ将校下士兵卒ハ悉ク之ヲ俘虜トシ健康者ハ内地ニ後送シ病者傷者ハ軽患者ヲ除クノ外同地病院其他適当ノ家屋ニ収容スルコト ・露国ハ目下陸軍将校ニ適任者少ク又海軍ノ将校及兵士ニ付テハバルチック艦隊ヲ東洋ニ派遣ノ噂ア
