- 本図面ヲ相見シタシ元来比ノ文ノ報告ハ図書添付ナレバ愚者ニハ殊ニ分ラズ ＠＠第一六三号 工７月４日 軍事機密発第四号 軍事機密受第一三七号 ７月４日 第三海堡基礎ニ関スル特別報告 第三海堡ノ建築ハ其着手ニ先チ位置ヲ走水低砲基ト第二海堡トノ一直線上ニ於ケル中央点ト仮定シ其附近海底ノ地形ヲ調査シタルニ地盤堅強ニシテ海堡ノ敷地ニ適当ナルコトヲ認メ経伺ノ上明治３５年８月基礎工事ニ箸手セリ以後戰多ノ暴風怒濤ニ遭遇シ損害ヲ蒙リタルコト数次ナリシカ故ニ此風浪迫害防止ノタメ３６年４月頭部外面脚ニ防浪「ベトン」塊ヲ排列セシ処其施設好結果ヲ奏シ再来工事著々々進捗シ予期ノ如ク本年度内ニハ基礎工事粗ホ完成セントスルニ至レリ
