- 外国人本邦入国規則ノ除外ニ関スル交換公文 大正七年一月(日文及支文) 往翰 大正七年一月二十五日 在支那 臨時代理公使 芳沢謙吉 外交総長 陸徴祥殿 以書翰致啓上候陳者今般帝国政府ハ時局ノ必要ニ鑑ミ外国人ノ入国ニ関スル規則ヲ発布シ本年二月一月以降本邦ニ入国セントスル外国人ハ外交官領事官館員家族外国政府ノ公務ヲ帯フルモノ及外国船舶乗組員ヲ除キ総テ当該本国官憲ノ発給ニ係リ且ツ本人ノ写真ヲ貼付シタル旅券又ハ国籍証明書ニ在外帝国大公使又ハ領事官ノ査証ヲ経タルモノヲ携帯スルコトヲ要スルコトト相成候処貴国人ニ対シテハ曩ニ貴国政府ニ於テ本邦人ニ対シ旅券ノ携帯ヲ免除サレタル関係アルヲ以テ従来ノ通リ之ヲ要求セサルコトニ決定致候ニ付右ノ趣貴国政府ヘ通牒スヘキ旨本国外務大臣ヨリノ電訓ニ接シ候間右様御承知相成度此段照会得貴意候 敬具
