- 極秘 枢密院本会議議事概要 九月二十六日午後九時四十五分開会 宮中東溜ノ間ニ於テ 出席者 金子顧問官及田中顧問官ヲ除ク全顧問官出席 全閣僚出席 説明員ハ審査委員会ト同様 天皇陛下九時四十五分出御 原議長開会ヲ宣ス 鈴木副議長審査委員長トシテ委員会ノ経過 ヲ報告シ本条約締結ニ伴フ政府ノ施策万全ヲ期スルコト対英米関係ニ於テ無用ノ刺戦ヲ避クルコト等ノ希望ヲ付加シタル審査報告ヲ朗読ス 石井顧問官 本案ニ賛成ナルモ近代ノ同盟ハ古代ノ同盟トハ異リ利実関係ノ結合ニ過ギザルモノナリ歴史ノ教ワル所ニ依レバ同盟国間ノ関係ハ頗ル難シキモノナリ殊ニ独逸ハ最モ悪キ同盟国ニシテ独逸ト同盟ヲ結ビタル国ハ凡テ不慮ノ災難ヲ被リ居レリ「ビスマルク」ハ
