- 八四八九（平） 倫敦発本省着大正七年六月二十六日前九、五〇 後藤外務大臣 珍田大使 第四九三号 熊崎総領事代理発 六月二十四日新聞報 食糧委員ニ非常ノ権限ヲ与ヘ（往電第三二七号）食料（不明）穀物徴発隊ヲ組織シ（往電第三五一号及ビ三五三号）頻ニ穀物ノ徴発ニ苦心シツツアル労農政府ハ右ノ結果思ハシカラザルニ焦慮シ今回更ニ農村貧民委員会ナルモノヲ組織シ貧窮農民ヲ駆リテ富有農民ヨリ其ノ隠匿スル穀物ノ＠剰ヲ引出サシムルノ案ヲ立テ六月十一日全露労兵農会中央委員会ノ議ニ附シ其裁可ヲ受ケタリ該令ニ依レバ農村貧民委員会ハ農村ノ貧窮者ヨリ成リ穀物其他ノ日用品ヲ分配シ地方食糧委員会ノ穀物徴発ニ際シ之ニ援助ヲ与フルヲ目的トスルモノニシテ右貧民委員会ニ於テ七月十六日迄地方食糧委員会
