- 明治３６年３月２８日から１９０４〔明治３７〕年１月２２日 送第二十号 受第五八〇三号 露国皇帝上諭公布ノ件 本月十一日（我暦）官報号外ヲ以テ当皇帝陛下ノ上諭公布セラレタリ、コレ、地方行政ニ関スルモノニシテ中央権力ニハ更ニ関係ナキモノナリ 上諭ノ精神其効果ノ所及ニ関シ内外新聞紙及其他ノ評論種々雑多ナリ、コレ、上諭ノ文意漠然タルニ因ルモノナラン追テ上諭ニ従テ制定セラレタル法令ノ公布セラルヽヲ待チ始メテ其精神モ明カトナリ従テ其効果ノ所及モ推測シ得ラルベキ歟然カモ尚ホ施行上ノ手心ニ依リテ効果ヲ大トシ又小トスルヲ得ベキノミナラズ当初ノ精神ヲ多少変交スルコトモ亦アリ得ベシ但シ右上諭ハ近頃重要ノ文書タルニ相違ナキヲ以テ其全文ヲ反訳シ露仏両原文相添ヘ差出候敬具 追而新聞紙ノ評論ノ如キモ、ソノ、稍々尽キルヲ待チ其重ナルモノヲ摘記可供貴覧候
