- 視察員氏名及分担視察地 一、草政吉 烏里雅蘇台地方一、桜井好孝 科布多地方一、三浦稔 庫倫地方一、波多野養作 甘粛地方一、林出賢次郎 伊＠地方 明治丗八年五月九日発送 機密第２４号 小村大臣 在清内田公使 庫倫外四箇処ヘ視察員派遣ニ関スル件 目下ノ時局ニ際シ清国辺彊ニ於ケル露国ノ動静ヲ監視シ併セテ地方ノ情勢ヲ詳ニスルハ頗ル緊要ノ義ニ有之候ニ付上海東亜同文書院卒業生中ヨリ別記五名ヲ簡選シ右視察ノ為メ外蒙古中庫倫、烏里雅蘇台及科布多甘粛、伊＠ノ五ヶ処ニ派遣スルコトヽナリ本人等ハ約二週間内ニ当地出発一先チ貴地ニ赴キ諸般ノ仕度並ニ通行連終ノ方法等ヲ整ヘタル上夫々各自ノ目的地ニ＠往ノ筈ニ有之候ニ付貴地着ノ上ハ右等ニ関シ相当ノ便宜ヲ与ヘ相成上閣下ニ於テ必要ト認メラレ候点ハ宜敷御教示相成候
