- 西蔵ノ時局ニ就テ 揚子江一帯ハ其上游四川ニ至ル迄現今将来共ニ本邦ノ貿易上最モ重要ノ地トシテ着目セラルヘシ而テ西蔵ハ揚子江水源景勝ノ地ニアリ印度ト接壌ス、既ニ印度ニ根拠ヲ占ムルノ英ハ印度ヲ根拠地トシテ東西北ニ地ヲ開キ時機ヲ窺ヒ漸次南部亜細亜一円ヲ其版図ト為ント欲セリ英国博士ニシテ印度ニ奉職シ比馬剌亜山脈該地方ヲ旅行シテ能ク西蔵ノ事情ニ通暁セルワツデルハ数年前其著書ニ於テ時機アラバ西蔵春碑流域ヲ占領スルノ英ニ必要ナルヲ説明セシカ益々今回事実トシテ発現セリ同情報其他ノ識者間而ハ西蔵ヲ共有シ揚子江流域ナル英不割譲地ト連接スヘシト此言亦輿論ノ一端ヲ示セルモノノ如シ今回印度太守カアゾン十余隻ノ軍艦ヲ率ヒ西シテ波斯、亜拉比亜右岸酋長歴訪慰問シ
