- 〔大正２年８月〕 大正二年八月調査 次官 満洲現状一斑 上 意見視察兵ニ正謁ヲ＠タルモノト認メラル 秋山海軍大佐報告 大正二年十月秋山海軍大佐ヨリ送付シ来ル下巻ハ附岡印刷中ナレハ出来上ヘ次第追送ス可トノコト 満洲現状一班 目次 第一章 地理的現状 第二章 政治的現状 第三章 軍事的現状 第四章 経済的現状 満洲トハ主トシテ東三省（奉天、吉林 黒龍ノ三省）ヲ意味スト錐モ必要ニ応シ之ト密接ノ関係アル内蒙古ニモ説及セル処アリ 内蒙古ノ地域中巳ニ支那ノ行政上ニ於テ東三省ニ編入サレタル部分アリヲ一般ニ認メラレタル省域ト異ナル処アリ之等ハ凡テ現行政区域ニ拠ル 黒龍江省ノ西部与安嶺以西ノ地域ハ己ニ独立ヲ宜言シテ外蒙古ニ属シ支那ノ政令ニ服セサルモ尚ホ暫ク黒龍江省ニ属スルモノト看做ス
