- 韓国問題ニ関スル日露両国間協商一件 日露両国協商ニ関スル覚書及議案書 明治廿九年二月十一日韓国＠露国公使館ヘ播還ノ事地リシヨリ以来韓国人一般ノ意向頓ニ一＠シ総テ日本人排斥ノ傾向ヲ＠シ甚シテハ之ニ危害ヲ加アル者アルニ＠内外ノ人心悩クタリ是ニ於テ在京城小村公使ハ一面我＠留民ノ保護取締ヲ努メ一面駐韓露国ニ使ト協議シテ専ヲ露国水兵ト我守備隊トノ衝突ヲ予防セリ然ルニ当時ノ形勢韓国ハ網紀地廃シテ政務奉ラス攪乱＠ヲ接シテ赴セリ秩序日ニ＠シ加之日露両国ノ関係益ニ切迫ヲ告ケ事体容易ナラサルヲ以テ将来韓国独立ノ実ヲ＠ケンカ為メニハ利害関係ノ最モ密接ナル日露両国ニ於テ之ヲ協定スルコト必要ナルヲ認メ茲ニ廟議一括シ
