- 機密第二号 膠州湾開発ニ関スル当国政府ノ方針 膠州湾借リ受條約大体ニ於テ協定ヲ告ケ借受期間借受地域内ニ於テ当国政府ハ全然ノ統治権ヲ行ヒ得ル事ト定マリタル以来之ニ関連シテ起リウル問題ハ当国政府ハ該湾ヲ以テ＠ニ自国専用ノ領港トナス結果タ進シテ英領香港ト同様ニ之ヲ各国ノ両彙ニモ開放スル＠トアリシ、不可シ＠処分ニ関スル当国政府ノ方針如何ニ就キ直接重大ノ利害ヲ感スル欧洲ノ英国就中英国ノ新聞ノ如キハ＠湾ヲ以テ自由港トナルハ＠ニ獨逸国ノ方針トシテ至当ナルノミアラズ若シ獨逸国ニシテ反対ノ方針ヲ＠ハニ於テハ英国ハ＠ラク英清条約ノ最恵国＠＠ヲ根予トシ該湾ノ開放ヲ権利トシテ要求ス可シト極論セリ
