- ○英国商船高＠号撃沈ノ事 豊島沖海戦ノ際帝国軍艦浪速カ清国政府雇英国商船高＠号ヲ撃沈セシメタルコトハ開戦前ニ清国政府ノ為メ兵士及武器ヲ搭載セル局外国ノ運送船タリトノ故ヲ以テ将ニ国際上ノ問題ヲ日英両国間ニ惹起セントスルノ形勢ヲ生セシヲ以テ陸奥外務大臣ハ本邦駐剳英国代理公使ヲ招キ告クルニ帝国軍艦浪速カ高＠号ヲ撃沈セシメタルノ事実ヲ以テシ且ツ他日本件ニ関スル顛末審査ヲ遂ケタル末若シ帝国軍艦浪速ノ行為ニシテ正鵠ヲ失セハ帝国政府ハ敢テ相当ノ補償ヲ怠ラサルベシト述ヘ七月二十九日法制局長官末松謙澄ニ左ノ訓令 一 今回朝鮮国牙山口ニ於テ撃沈シタル運送船ハ其船名ヲ何ト称シ清国船籍ニ属スルモノナルカ又ハ他国船籍ニ属スル
