- 明治２７年１０月 ○二 清国関係ノ分 六月七日清国政府ハ朝鮮国ヘ兵員ヲ派遣スル旨在本邦公使ヲ以テ行文知照セシメタリ其文別紙一号ノ如シ右書書翰中保護属邦ノ語ハ我ニ於テ承諾シ難キモノナルヲ以テ別紙二号ノ通リ同公使ヘ照会セリ是ヨリ先キ帝国政府ニ於テモ朝鮮ヘ出兵ノコトニ決シタルヲ以テ同日ヲ以テ在北京小村臨時代理公使ヲシテ別紙三号ノ通リ清国政府ヘ知照セシメタリ然ルニ之ニ対シ清国政府ハ其朝鮮政府ノ謂ニ応シ属邦ヲ保護スルノ成例ニ依リ出兵シタルモノナルニ日本ハ公使館領事館及人民ヲ保護スル目的ヲ以テ出兵シタル由ナレハ大兵ヲ要セサルヘシ且ツ朝鮮政府ノ請ニ由リ出兵シタルモノニアラサレハ断シテ内地ニ入ルヘカラス等ノ意味ヲ以テ小村臨時代理公使ヘ照会シタルニヨリ
