- 第二十章 露、独、佛三国ノ干渉（中） 三国干渉ノ由来 三国干渉ノ前後ニ於ケル露国ノ形勢 露国ハ明治二十七年六月三十日同国公使「ヒトロヴヲー」ヲシテ朝鮮国駐在ノ日清両国軍隊ハ均シク同国ヨリ撤去スヘシト勧告セシメシ以来今回ノ勧告ヲ提起シ来ル迄東洋局面ノ利害ニ対シ一口モ其注目ヲ忽ニセサリシト雖モ余カ前ニモ言ヘル如ク露国ハ始ヨリ我国ヲ敵視シ清国ニ同情ヲ表シ居タリトハ見エス但シ其我国ニ対スル論鋒カ清国ニ対スルニ比スレハ稍々厳厲ナル状形アリシハ我国カ常ニ戦勝ノ余威ニ乗シ彼等ニ対シテ清国ヨリハ比較的ニ強情ナリシニ由ルナルヘシ蓋シ露国元来ノ欲望ハ遠大ナルヘケレトモ即今未タ其準備ノ整頓セサル折柄ナルカ故ニ目下ノ急務ハ東方ノ此区域ヲシテ兎モ角モ現形勢スタチウニーヲ存続セシメ置キ他日其大望
