- 第十七章 下ノ関談判（上） 清国頭等全権大臣李鴻章ノ来朝 廣島談判破裂シテ張、邵両使帰国ノ後欧米諸国ノ日清事件ニ対スル視聴ハ一層鋭敏ヲ加ヘタリ張、邵携帯ノ全権委任状ノ不完備ナル為メ日本政府ハ彼等ト談判スルヲ拒絶シタルハ何人モ異議ヲ容ルヽ能ハサル所ナレトモ元来清国ノ行為ハ往々国際公法ノ定規ヲ以テ律スヘカラサルモノ多キハ夙ニ欧米各国ノ黙認スル所ニシテ今回ノ事モ殆ト欧米各国ハ視テ以テ常事トシ甚タ怪マス清国政府ノ浅陋無識ナルヲ憫笑スルヨリハ寧口日本カ斯ル口実ヲ以テ清使ヲ拒絶シタルハ其間別ニ異志陰謀ノ存スルナキニ非スヤト訝リ我国将来ノ挙動ニ対シ深ク猜疑ノ念ヲ生セリ当時欧洲三四ノ強国政府ハ恰モ申シ合セタルカ如其在東京代表者ヲシテ我政府ニ向ヒ清国ニ対スル要求
