- 本日ハ主トシテ十一月五日御前会議以後ニ於ケル日米交渉ノ経過ニ付御説明申上ケマスカ其以前即チ十月末ニ於ケル交渉ノ状況ヲ極メテ簡単ニ要約致シマスルト米側ハ国際関係ノ基礎トシテ 一、一切ノ国家ノ領土保全及主権尊重 二、他国ノ内政不干渉 三、通商上ノ無差別待遇 四、平和手段ニ依ルノ外太平洋ニ於ケル現状ノ不変更 ノ四原則ヲ堅持シ之カ適用ヲ強要セムトシ、尚帝国ノ平和的意図ニ関シ疑惑ヲ表示シ、支那ニ於ケル駐兵ニ異議ヲ唱ヘ、通商上ノ無差別原則ヲ無条件ニ支那ニ適用スヘシト主張シ、又三国条約問題ニ付テモ之ヲ事実上死文タラシメムコトヲ求メ、交渉ハ之カ為難関ニ逢著シ遂ニ停頓セル次第テアツタノテアリマス。 斯クノ如ク両国ノ見解対立
