十一月二十日東郷大臣発野村大使宛電報 第八一〇号 別電 （往翰） 以書翰啓上致候陳者本使ハ本国政府ノ訓令ニ依リ、閣下ニ対シ本月日本国政府ト「アメリカ」合衆国政府トノ間ニ作成セラレタル取極写一通ヲ送付スルト共ニ左記ヲ通報スルノ光栄ヲ有シ候 本取極ハ太平洋地域ニ於ケル平和ヲ確保シ以テ世界平和ノ恢復及増進ヲ寄歟スルノ目的ヲ以テ日米両国間ニ作成セラレタルモノニ有之候処帝国政府ハ前記目的ニ対シ貴国政府ニ於カレテモ日米両国政府ト同様重大ナル関心ヲ有セラルルモノナルコトヲ確信シ、本取極ノ内容特ニ其ノ第一条、第二条、第三条、第四条及第六条（但シ第六条ハ挿入サレタル場合ニ限ル）ニ対シ貴国政府ノ注意ヲ喚起致候此等ノ条項ハ
