- 十一月二日 四年 外務文部両省ヘ達 史官各通 東京府貫属士族同府出仕吉益正雄娘 亮 未十六歳 静岡県永井久太郎養娘 繁 未 十一歳 東京府貫属士族 津田仙弥娘 梅 未 九歳 青森県士族山川與十郎妹 捨松 未十二歳 右ハ開拓使ヨリ兼テ伺済ノ通今般右ノ者トモ選挙米国留学ノ儀伺済相成候間此段相達候也 十一月二日 開拓 開拓使伺 開拓ノ道ハ山川ヲ開キ道路ヲ建築イタシ候ハ勿論就中人民ヲ繁殖為致候第一途ニ可有之乍去人才ヲ育シ候方法ヲ不設シテ徒ニ移民イタシ候テハ空シク費用ヲ相懸候而己ニテ真ノ殖民ノ法ハ相立不申元来我国ヲイテハ人民ノ教ヘニ心ヲ用ユルコト少キ故下民ニ至リ候テハ一己ニ区々タラス国事ニ寝食ヲ忘ルヽト申儀十ニ八九ハ覚知イタシ
