- (外、総、昭一九、一〇、一三) 電報 九月三十日海軍省受信 在独海軍武官 独機密 発信者 独逸大使館附武官 客年四月軍務局機密第番電ニ基ク購買品ニシテ輸送困難ナルモノヲ独国戦力増強ノ為貸与方実施中ナリシ所本件ヲAKTIoNIRMAト呼称シ之ガ実施規則ニ就キ独側ト協定ヲナシ九月十五日陸海軍両武官ト独経済省貿易局長トノ間ニ調印セリ其ノ要領左記ノ通(本件陸軍ヘモ伝ヘラレ度) 一、貸与物件ノ受領及返還ニ対スル主責任ハ独経済省之ヲ負担ス 二、兵器(KRIEGnGERART)ハ OKW FE DWIRTncHAFTAMTニ提供セラレOKWガ経済省ト共ニ代償供給ノ責ニ任ズ兵器ニアラザル物件ハ軍需大臣之ヲ処分シ経済省ト共ニ代償供給ノ責ニ任ズ
