- 帝都復興ノ計画ヲ遂行スルニ就キ政府ノ根本方針トスル所ハ全般ノ施設ヲ通シテ実質ヲ主トシ外観ヲ従トシ学理ト経験トヲ応用シ且欧米諸都市ノ現状ヲ参酌シテ帝都ノ復興ニ資シ更ニ都市ノ面目ヲ一新シテ威容アルモノタラシメ以テ国民ノ実際生活ニ対シ便宜ト慰安トヲ与フルヲ其ノ基準ト為スニ在リ事業ヲ進行スルニ方テハ国力ト民度トニ顧ミ其ノ負担シ得ルノ範囲ヲ以テ序ニ従ヒ漸ヲ追フテ進ミ以テ国家経済ノ調節ヲ失ハサラシメムコト期ス公共ノ営造物道路橋梁其ノ他国費ニ待チ若ハ之カ補助ヲ要スヘキモノハ固ヨリ此ノ方針ニ率由スヘシ各個人ノ建築ニ関スル援助ニ就テハ従来民間ノ金融機関ニ依ルコトトシ亦能ク此ノ方針ニ従ハムコトヲ期待ス帝都復興事業ノ順序
