- ○海外留学生 留学生ノ初マルヤ初メ外務省ノ所管ニシテ其后大学ノ所管ニ録セリ当時学制末定ラス教則末タ整ハス盖シ維新ノ際国家多事尚之ニ及フニ遑アヲサルハナリ是ニ於テ一時之ヲ鼓舞センカ為メ選択ノ法或ハ苟且ニ出ルヲ以テ生徒年齢ノ少長ヲ問ハス体ノ強弱ヲ検セス官省ノ特権ヲ以テシ若クハ各藩ノ適宜ヲ以テ派遺スル者少ットセス之ヲ要スルニ初学近小ノ事ヲ成シテ空シク莫大ノ国財ヲ耗ス啻ニ益ナキ而巳ナラス更ニ幾多ノ弊害ヲ醸成スルニ至ル抑昔日ニ於テハ不得止ノ事情ニ出ルト雖モ実地教育ノ力法忽諸ニ付スヘカラサルノ今日ニ至テハ総テ学制ニ準拠シ以テ之ヲ処分亡スンハアル可ラス留学資ノ如キモ其出ル所同シカラサレハ金額モ亦随テ差異ナキ
