- 参考資料第二号 小学校教員被選挙権要望運動状況 衆議院議員選挙法調査会 近時国民ノ政治思想ノ向上政治運動ノ熾烈ナルニ刺戟セラレ政治ニ参与スルノ慾望ハ各種ノ職業階級ニ浸染シ相当ノ智識ヲ有スル者ハ之ヲ希求スルヤ切ナリ小学校教員亦其ノ本分ニ満足セス従来ヨリノ政治的制限ノ解放ヲ叫フモノ漸ク多キヲ加ヘタリ 然レトモ其ノ政治運動化シタルハ極メテ最近ノ事実ニシテ第四十二議会ニ於テ京阪神三市小学校教員ノ一部カ貴衆両院ニ請願書ヲ提出シタルヲ以テ嚆矢トナス（採択セラレサル内ニ議会解散）第四十四議会ニ於テハ京都市小学校長会ヨリ全国市区小学校連合会ノ問題トシテ提出シ之ヲ決議シ運動ヲ開始シタル為全国市区小学校教員挙テ之ニ共鳴シ請願書ニ調印
