- 官房秘第九四二号 熟ニ近時財政経済ニ関スル国状ヲ観察スルニ昿古大事件ノ後ヲ承ケ財政ノ整理未タ完カラス内外共ニ不安ノ念ヲ懐キ一般経済亦其影響ヲ蒙レリ 蓋シ財政ノ実状ヲ精査スルニ確定歳入ハ以テ確定歳出ニ応スルニ足ラス之ヲ補フニ巨額ノ公債ヲ以テセサルヘカラス其額ハ四十一年度ヨリ四十六年度迄通計約二億四千余万円ニ上ルヘシ戦前凡ソ五億五 一、継続費繰延ニ関シ 年割額等ノ適用上ノ細目ニ付テハ若省主務者ヲシテ協定セシムルコト 二、経費節減ニ関シ 右ハ約五分内外ト定ムルコト但シ適用上ノ細目ニ関シテハ若省主務者ヲシテ協定セシムルコト 三、節減歩合ヲ（二）ノ如ク低下シタル結果トシテ四十二年度新規要求ハ一層緊縮ヲ旨トスルコト
