- 明治三十八月十月三日 大蔵大臣請議戦後財政整理等ニ関スル件ハ随時決定ヲ要スルモ今日ニ於テハ愛ツ以テ左ノ二点ニ付大件ノ方針ヲ決定セラルヽコトニ閣議決定相成然ルヘクヤ 一、公債整理ノ＠新ニ基金ヲ置キ之レカ特別会計法ヲ設クルコト 二、毎年一般会計ヨリ受入ルヘキ特別会計減債資金ハ一億一千万円トシ戦時税ヲ継続シテ之ニ充ツルコト 秘第二七七三号 国債ノ整理処分等国家ノ運命ニ関スヘキ問題ニシテ戦後財政整理上火急ノ決定ヲ要スルモノ少ナカラス然ルニ各省ヨリ提出可相成諸般ノ材料ニシテ未タ具備セサルモノ多ニ有之未タ完全ノ定案ヲ提出スルノ時期ニハ達セス候得共茲ニ最モ急ヲ要シ一日ヲ緩フスヘカラサル事項ニ付テ大要別冊ニ具陳致候ニ付右至急
