- 戦時財政計画上ノ必要ニ依リ曩ニ英国倫敦及北米合衆国紐育ノ両市場ニ於テ英貨公債一千万磅ヲ募集セシカ今ヤ其事務完結ヲ告ケタルヲ以テ茲ニ其顛末ヲ報告シ併テ之ニ関スル参照書ヲ附添ス請フ劉覧アランコトヲ 内閣総理大臣伯爵 桂太郎殿 第一 募集ノ経過 交戦中外国市場ニ於テ公債ヲ募集スルコトノ極メテ困難ナルハ固ヨリ言ヲ竢タサルモ国帑ヲ豊ニシ兌換券制度ノ基礎ヲ鞏固ニスルノ必要ハ事局ノ進行ニ伴ヒ益＠緊切ヲ感スヘシ故ニ本大臣ハ予メ外債募集ノ準備ヲ為サンカ為メ本年二月外債発行ニ関スル条件ノ大体及委員派遣ニ付閣議ノ決定ヲ求メタリ（別紙第一号参照） 本大臣ハ右閣議決定ニ基キ直ニ日本銀行ニ命令シテ同行副総裁高橋是清ニ公債募集
