- 明治三十七年二月 外国債募集ニ関スル件右閣議ニ供ス 指令案 外国公債募集ニ関スル件（二月十八日提出）請議ノ通 十九日指令済 今般露国ト開戦相成タルニ付テハ外債募集ノ義ハ戦特財政経画上諸般ノ運用ノ為メ最モ必要ナルハ申スマテモ無之、然ルニ交戦中ニ於ケル外債ノ募集ハ元来頗ル難事ナルヲ以テ其特機方法等殊ニ深ク注意ヲ加ヘサルヘカラス依テ左記ノ諸件ニ付予メ閣議ヲ定ムルヲ要ス 一公債募集額ハ英貨一千万磅以内トスル事 一公債募集ハ倫敦市場ニ於テスル事 一公債募集ニ関スル交渉ノ便利ノ為メ相当ノ権限ヲ委任シテ日本銀行副総裁高橋是清ヲ海外ニ派遣シ追テ公債募集ニ関シ帝国代表権限ヲ委任セラルヘキ駐在帝国公使ノ監督ノ下ニ其事務
