- 朝鮮国内乱ニ関シ兵員派遣ニ関スル方針 右御覧ニ供ス 明治二十七年六月六日 内閣総理大臣伯爵伊藤博文 明治二十七年六月二日 朝鮮国乱民内ニ起リ京城駐在公使官ヨリノ来電ニ拠ルニ官兵頻ニ敗レ乱民益々猖厥ヲ窮ムルノ勢アリト云将来乱民京城又ハ其他ノ日本人居留地ニ侵入スルコト無キヲ保チ難ク従テ公使館及国民ヲ保護スル為ニ兵員ヲ派遣スルノ必要アリ 天津条約第三款ニ依ルニ朝鮮国変乱又ハ重大事件アルニ当リ日支両国又ハ一国兵ヲ派スルトキハ行文知照スヘシトノ明文アリ故ニ出兵ニ当リ将来或ハ清国ト往復関係スヘキノ時機ヲ生スルモ料ルヘカラズト雖、今度ノ事ハ急速ノ事変ニ係リ我カ兵ヲ以テ我カ国民ヲ保護スルヲ怠ルヘカラザルカ為ニ清国ト連合
