Explanation
Born 1843 (Tenpo 14). From Chōshū Domain. Also known as Inoue Yakichi Final title was viscount. Father was domain retainer Inoue Katsuyuki. Later became the adopted heir to domain retainer Nomura Sakubei, but after the Restoration he returned to his original Inoue surname. Studied at the Chōshū domain school Meirinkan, and later went to Nagasaki to take up Western learning. 1859 (Ansei 6): Returned for a time to Hagi before going to Edo to study at Bansho Shirabesho ("Office for the Study of Barbarian Books"). 1860 (Man'en 1): Went to Hakodate to study under Takeda Ayasaburō. 1863 (Bunkyū 3): Traveled to Britain to study at University College London. 1868: Completed studies at University College London and returned to Japan. 1869: Appointed Mints Director (kami), Mint Bureau, Ministry of Finance; concurrent with Mines Director (kami), Mines Division (Tsukasa), Ministry of Finance. 1870: Deputy Magistrate, Ministry of Popular Affairs. Followed by Deputy Magistrate, Ministry of Industry, concurrent with Mines Director. 1871: Magistrate, Ministry of Industry. Director, Mining Academy, concurrent with Director, Railway Academy. 1872: Appointed exclusive Director, Railway Academy. 1873: Dismissed from posts at own request. 1874: Director, Railway Academy. 1877: Junior Vice Minister, Ministry of Industry, concurrent with Director, Railways Bureau. 1879: Technical Superintendent, Ministry of Industry. 1882: Senior Vice Minister, Ministry of Industry. 1885: Director, Railways Bureau, concurrent with Technical Superintendent. 1890: Member, House of Peers. Director-General, Railway Bureau, Home Ministry. 1892: Director-General, Railway Bureau, Ministry of Communications. 1893: Dismissed from posts at own request. 1896: Founded locomotive manufacturer Kisha Seizō Kaisha, and assumed post of president. 1899: Honorary Member, Imperial Railway Association. 1906: Founding committee member, South Manchurian Railway. 1910: Advisor, Railway Bureau. Died later that year in London having traveled to Europe to observe railways. Adopted Inoue Katsuzumi as his heir. Adopted son-in-law was Morimura Kaisaku.
