Wakayama Yoshikazu

Explanation
Born 1840 (Tenpo 11). From Edo. Also known as Ogata Tadashi Birth father was physician Nishikawa Souan. Later adopted by the Wakayama family. Studied medicine at Tekijuku (a noted Dutch studies school in Osaka). 1867 (Keiō 3): Appointed assistant instructor (kyōju tenami) for English studies at Kaiseijo (bakufu-run institute). 1869: Appointed "middle" professor (chūjokyō) at the Bureau of Education. 1871: Promoted to Dai-jokyō suiseki, Bureau of Education. Followed by Chiri-gonshō, Ministry of Popular Affairs; and Tariffs "aide" (gonsuke), Ministry of Finance. Later participated in the Iwakura Mission as an aide to the Ministry of Finance councilor. Studied the US taxation system. 1874: After return to Japan, appointed Tariffs "assistant" (suke), followed by Chief, Tax Law Reform Section. 1877: Resigned. 1880: Founded Nittō Hosei Co., Ltd. 1881: Deputy Chief Secretary, Council of State; concurrent with Deputy Chief Secretary, Ministry of Agriculture and Commerce. 1884: Councilor Aide, Assembly of Councilors. 1885: Retained post with no duties. 1891: Passed away.
